Abia’s Expenditure Puzzle: A Closer Look at Governor Otti’s N13 Billion Vehicle Budget Amidst State’s Financial Strain

In a surprising revelation, Governor Alex Otti’s administration in Abia State has earmarked a staggering N13 billion for the acquisition of cars, vans, trucks, and buses in 2024, as disclosed in the state’s recently approved budget. The budget signing, which took place at Otti’s private residence, unfolded a detailed allocation breakdown.

The proposed budget of N567.2 billion, signed on December 28, 2023, aims to stimulate Abia’s economy and foster socio-economic development, according to Otti. However, amidst the promises of progress, a substantial portion, N5.9 billion, is allocated for motor vehicles, raising eyebrows at a time when the state grapples with a deficit of around N400 billion.

The breakdown includes N2.7 billion for vans, N949 million for trucks, and N3 billion for buses. Notably, an additional N105 million is set aside for motorcycles and bikes. The Governor’s Office itself plans to spend N1.8 billion on unspecified motor vehicles, with an extra N412 million for motor vans, N712 million for two Nissan trucks, and a hefty N1 billion for brand-new buses.

Surprisingly, various ministries, departments, and agencies also budgeted substantial amounts for vehicle acquisitions, featuring popular brands like Toyota, Nissan, and Innoson. This extensive spending proposal occurs as the state plans to finance over 70 percent of the budget through borrowings, exacerbating the financial strain.

In contrast, the state’s 2024 revenue, estimated at N166 billion, relies on grants, internally generated revenue, federal allocation, and other income sources. The budgetary deficit, coupled with substantial spending on vehicles, raises concerns about the prioritization of public funds.

This revelation echoes previous instances of lavish spending in Otti’s government, where N927 million was reportedly spent on refreshments, meals, and various allowances within three months in 2023. While considerable amounts were allocated for vehicles, welfare packages, and running the Deputy Governor’s office, only a mere N25 million was allocated for the repair of public schools.

Amidst crumbling school infrastructure across the state, questions arise about the allocation of resources and the true focus of Governor Otti’s administration in fostering meaningful development in Abia.
